Regional Vice President, Operations

David “Rusty” Kelly serves as Regional Vice President of Operations, providing strategic and operational leadership for the company’s portfolio throughout the Southeastern United States, including janitorial, environmental, and integrated facilities maintenance services for gaming/hospitality, corporate real estate, and industrial accounts.

Since joining TBC in 2011, Rusty has led complex, high-profile facilities requiring continuous 24/7 service, including Delta Air Lines’ eight-million-square-foot World Headquarters campus and Atlanta’s CNN Center and Turner Broadcasting campus. He has planned and executed operations for major events such as the NFL Super Bowl, NCAA Final Four, SEC championships, and large conventions, and has been heavily engaged in major contract transitions and new-account start-ups across TBC’s national operations.

Before TBC, Rusty completed a 20-year career in the United States Navy, serving as a Flight Engineer and holding leadership positions in aircraft maintenance, quality assurance, logistics, and training — experience that continues to shape his disciplined approach to strategic planning, regulatory compliance, and team development. He holds a Bachelor of Arts in Business Management from Columbia College of Missouri.
